List of participants

110 participants from 42 organizations including 14 participants from 9 countries of Europe (Federal Republic of Germany, Hungary, Moldova, Russia, Austria, Great Britain, Poland, Macedonia, Norway) took part in the workshop. They represented the international organizations that took care of telecommunications networks development: CEENet, RENAM, DANTE, ACONET, POL34. Among the foreign participants there were the representatives of NATO scientific committee, European Commission, European network GEANT, scientific national networks of Austria, Germany, Poland, Hungary, Moldova, UNESCO Institute for Information Technologies in Education (Moscow).

There were presented scientific and educational networks URAN, UARNet - foreign operator in cooperation with URAN (I.Prostykevich), CARNet - Kyiv-Sebastopol operator in cooperation with URAN (V.Shkarupin), UNREN - created just now.

20 universities (Oslo University, Aachen University and 18 leading universities of Ukraine) took part in the workshop. 14 regions of Ukraine were presented (Donetsk, Dnipropetrovsk, Zhaporizzja, Uzhgorod, Simferopil, Lviv, Kharkiv, Odesa, Sumy, Ternopil, Vinnitsa, Ivanovo-Frankivsk, Lugansk, Sevastopil) at the workshop.

Employees of the National Academy of Ukraine, Ministry of Education and Science, State Committee of Communication and Information, UNDP (United Nations Development Program), fund "Vidrodzhennya" (7 ministries and institutions of Ukraine, enterprises of communications, including Ukrtelecom) took part in the workshop.

The aim of the seminar was - the analysis of the state of telecommunications systems in the sphere of education and science of Ukraine, working out the proposals concerning their future development, drawing of reserves and experience of West partners in the interests of integration into European and global information space, coordination of activities of ministries, institutions and organizations of Ukraine in this sphere, the analysis of functioning of separate telecommunications networks of Ukraine, perspectives of their integration for needs of economy of Ukraine.

21 reports and 7 speeches were presented to the participants. The speeches were delivered by Secretary General of CEENet J. Gajewski, T. Maray (HungaryNet, Hungary), P. Rastl (ACONET, Austria), D. Davis (GEANT, Great Britain), W. Kaffenberg (Director of NATO scientific Committee, M. Zgurovsky (Rector of NTUU KPI) and othrs.

Recommendations

The participants of the NATO ANW, representing NATO experts, European institutions, international networking associations, ministries and governmental bodies, universities, academic and research institutions of Ukraine consider it (taking into account the signed agreement about creation of UNREN - Ukraine National Research and Education Network from October, 2002) crucial importance to issue the following:

A) Immediate recommendations:

  1. To resolve and work out, as soon as possible, the technical issues to connect existing Ukrainian networks, such as URAN, UARNET, KAR-net, etc. to GEANT node of UNREN, to enable the use of all the benefits provided by this link.
  2. UNREN to present and to realize the conditions for this connection, which are acceptable to the educational and research users that allow urgent use of the GEANT connectivity.

B) Major recommendations:

  1. To consider as the main challenge to development of Ukrainian academic networking, the lack of governmental funding for connectivity, both national and international. We note that today every educational and research environment is entirely dependent on international network access for its level of competence through international cooperation. We also note that insufficient governmental funding is detrimental to the Ukrainian educational and research effort that has a long, prominent and distinguished history.
  2. We recommend further development of NREN for the purpose of concentrated and co-ordinated effort to develop Ukrainian educational and research network based on the world standards. This network should closely co-operate and work with telecom operators. However, it should be organized in such a way that it can exercise its full independence from the telecom operators when negotiating both for the technological infrastructure and pricing, with respect to the scientific and academic mission and goals.
  3. The fundaments of the NREN organization and structure should be based on involvement and the experience of the existing networks such as URAN, UARNET, KAR-net, etc.
  4. To induce and generate efforts towards ministries and governmental bodies, Academy of Sciences, universities and other research institutions to make them understand the fundamental needs for networking access and services, not only as a part of National Program for Informatization but as an essential component of the overall national educational and research endeavor. Moreover, it should work and collaborate with the policy and the decision makers in order to formulate the necessary legal framework for its existence and stable and continuous growth.
  5. To initiate the vital activities in order to realize these recommendations, a prompt creation of expert groups is needed, one on technical and another one on financial issues and legal issues. The recommendations with respect to the development of the national research and educational network will be examined at the International seminar in June 2003 in Kyiv.
  6. It is our strong belief that the fulfillment of the enumerated recommendations are the first and necessary steps in the development of an Ukrainian NREN with a sustainable organization and structure, and it will enable it to take its rightful place in the world community of academic and research networks. In addition, it will provide the NREN with consistent and unqualified national and international support.
